ETRTO size designations (e.g. 37-622) indicate the width (37 mm) and inner diameter (622 mm) of the tire. This designation is unambiguous and allows unambiguous assignment of rim sizes.

Inch designations (e.g. 28 x 1.40) indicate the approximate outside diameter (28 inches) and tire width (1.40 inches). There are also inch designations in the form 28 x 1 5⁄8 x 1 3⁄8 (approximate outside diameter x tire height x tire width).

French dimensions (e.g. 700 x 35C) represent the approximate outer diameter (700mm) and tire width (35mm).

Both 28- and 29-inch tire sizes use the same inner diameter of 622 mm, with 28-inch being the traditional size for European touring bikes and 29-inch being used by American mountain bikes to promote new wheel sizes. So they just have different names.
